Uniform Guidance for Federal Awards

The Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, also known as Uniform Guidance (UG), published by the Office of Management and Budget (OMB) becomes effective on December 26, 2014. The goal of the UG is to streamline the requirements to reduce the administrative burden associated with federal awards while reducing fraud, waste, and abuse. The UG combines eight previous OMB circulars covering the areas of administrative requirements, cost principles and audit requirements.

The University of California formed a workgroup examining the impact of the UG and recently distributed a summary of information, including an appendix specifically for the principal investigator entitled, “What the PI Needs to Know.” Since the UG immediately impacts federal proposals, it is important to share this information with the campus. Please note a UCR workgroup will be developing a local version of this document addressing campus specific processes and procedures for distribution in late January. In the interim, PI’s and Departmental Administrators should use the attached Uniform Guidance Workgroup Assessment Report / Appendix E as a resource for proposal preparation. A Contract & Grant Users meeting will be held on Thursday, January 29, 2015 from 1:30 – 3:30 pm in the Genomics Auditorium to discuss our campus version of “What the PI needs to Know.”
